{"id":10596,"date":"2018-06-18T17:30:14","date_gmt":"2018-06-19T00:30:14","guid":{"rendered":"http:\/\/robbinstbm.com\/?p=10596"},"modified":"2018-07-24T15:40:08","modified_gmt":"2018-07-24T22:40:08","slug":"transparency","status":"publish","type":"post","link":"https:\/\/www.robbinstbm.com\/es\/transparency\/","title":{"rendered":"Let\u2019s Be Clear: Transparency is a Boon, not a Bust, for the Tunneling Industry"},"content":{"rendered":"<p>The idea of transparency is one that we most often hear touted in politics and policies.\u00a0 But transparency is a concept that applies to our underground industry as well.\u00a0 Widespread knowledge sharing can and should be the policy in our industry, but all too often jobsite politics, confidentiality agreements, and fear of poor public opinion limit what is ultimately divulged.\u00a0 I argue that transparency in tunneling is a help, not a hindrance, and we can make steps today towards clearer communication.<\/p>\n<div id=\"attachment_10598\" style=\"width: 527px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-10598\" class=\" wp-image-10598\" src=\"https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/MG_9644-1024x683.jpg\" alt=\"Transparency\" width=\"517\" height=\"344\" srcset=\"https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/MG_9644-1024x683.jpg 1024w, https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/MG_9644-300x200.jpg 300w, https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/MG_9644-768x512.jpg 768w, https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/MG_9644.jpg 1248w\" sizes=\"auto, (max-width: 517px) 100vw, 517px\" \/><p id=\"caption-attachment-10598\" class=\"wp-caption-text\">Transparency, achieved through better communication among all stakeholders, is the key to continued success in our industry.<\/p><\/div>\n<h3><strong>Why It\u2019s Needed<\/strong><\/h3>\n<ul>\n<li><strong><em>Learn from Experiences in the Field:<\/em><\/strong> Tunneling professionals deserve full access to the successes and the problems that have been encountered in the field. If we were to employ universal knowledge sharing, tunneling operations themselves could become safer and more efficient and overall project costs could be reduced.<\/li>\n<li><strong><em>Improve Tunneling Technology:<\/em><\/strong> Knowledge of advance rates, performance in specific ground conditions, wear rates for cutters and other surfaces in contact with the cutting face, performance of ground conditioners and foams, and many other types of info are imperative to improving technology. Tunnel boring could be made faster, safer, and more cost effective with such knowledge.\u00a0 It could also improve willingness to try new and emerging technologies in the industry, which benefits all stakeholders.\u00a0 With a good knowledge of TBM performances in specific ground conditions, TBM specifications could also be written to greater accuracy and result in using the most cost effective solutions.<\/li>\n<li><strong><em>Improve Risk Sharing:<\/em><\/strong> Risk is often apportioned unfairly on today\u2019s tunneling projects. In many cases the TBM supplier is required to shoulder a larger part of that burden than their potential returns. With a better understanding of the risks through knowledge of past projects, as well as knowledge of past risk sharing strategies, this problem can be resolved.<\/li>\n<li><strong><em>Ensure Fair Financial Practices:<\/em><\/strong> With transparency in terms of contractual pricing and project spending, payments for work performed, etc. and other unsavory practices can be lessened.<\/li>\n<li><strong><em>Reduce Litigiousness: <\/em><\/strong>Claims in tunneling projects are on the rise worldwide. Recent projects have resulted in separate and duplicate claims against different parties, such as the equipment manufacturer and the owner, for the same issues and without their mutual knowledge. Such claims are unfair, and through transparency and equal access by all parties to a Dispute Review Board, the frequency and extent of lawsuits in our industry could be reduced.<\/li>\n<\/ul>\n<h3><strong>From the Equipment Supplier Perspective<\/strong><\/h3>\n<p>As equipment suppliers, we strive to share the information that is available to us.\u00a0 We\u2019ve opened up about <a href=\"https:\/\/www.robbinstbm.com\/projects\/kargi-hydroelectric-project\/\">stuck TBMs<\/a>, <a href=\"https:\/\/www.robbinstbm.com\/field-experiences\/\">challenging drives<\/a>, and <a href=\"https:\/\/www.robbinstbm.com\/tough-ground\/\">how we\u2019ve overcome those issues<\/a>.\u00a0 We\u2019ve also tried to share whenever possible why we think <a href=\"https:\/\/www.robbinstbm.com\/mixed-ground-epbs\/\">fast advance rates<\/a> and <a href=\"https:\/\/www.robbinstbm.com\/jilin-record\/\">good efficiency<\/a> were achieved on various projects.<\/p>\n<div id=\"attachment_10599\" style=\"width: 523px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-10599\" class=\" wp-image-10599\" src=\"https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/by-pass-pic.jpg\" alt=\"\" width=\"513\" height=\"410\" srcset=\"https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/by-pass-pic.jpg 413w, https:\/\/www.robbinstbm.com\/wp-content\/uploads\/2018\/06\/by-pass-pic-300x240.jpg 300w\" sizes=\"auto, (max-width: 513px) 100vw, 513px\" \/><p id=\"caption-attachment-10599\" class=\"wp-caption-text\">A bypass tunnel at Turkey&#8217;s ultimately successful Kargi project, where we shared information on seven such tunnels built in the first 2 km of tunneling.<\/p><\/div>\n<p>Unfortunately knowledge is sometimes not shared even within parties on the same project, such as the contractor, project owner, owner\u2019s representative, and equipment supplier.\u00a0 Time and again we see that communication between all parties is key to overcoming challenging conditions. The road to transparency starts here: with clear communication between all coordinating parties on a given project.<\/p>\n<h3><strong>Not Without Precedent<\/strong><\/h3>\n<p>Transparency is not an untested idea in our industry.\u00a0 A great recent example is that of the U.K.\u2019s <a href=\"http:\/\/www.crossrail.co.uk\/about-us\/freedom-information\/transparency\">Crossrail project<\/a>.\u00a0 The project follows governmental codes of practice for data transparency and the country\u2019s Freedom of Information Act.\u00a0 Details such as project and equipment costs, spending budgets and records, safety records, and more are available for download on their website, and special requests can be made for additional data. Multiple reports have also been up front about TBM performance, advance rates, and other experiences on the project. The Crossrail project was highly successful and, arguably, transparency played a large part in that. Crossrail is also just one example of transparency at work in the U.K.\u2014governmental programs such as Transport for London\u2019s <a href=\"https:\/\/tfl.gov.uk\/corporate\/transparency\/\">Transparency Strategy<\/a> aim to give clear and consistent information to the public about all road and public transit spending.<\/p>\n<h3><strong>A Call for Clarity<\/strong><\/h3>\n<p>Transparency is possible in the tunneling industry, but it may require things like international regulations, or at the very least certifications that could be provided by an international organization like the ITA.\u00a0 Such a certificate would be highly beneficial to all stakeholders: It could certify corruption-free practices, and guarantee knowledge sharing.\u00a0 Transparency is not an easy thing to achieve, and there are certainly barriers to the process in various areas of the world. But we can start with transparency requirements within projects, and then move outward.\u00a0 To be clear: knowledge sharing is something that can only benefit our industry.
